AC is not working in my flat, I tried to contact call center more than 7 times... they said we will come only for emergency.... what is emergency criteria  I really don't know

Since these are extraordinary times, there is a need for extraordinary actions. 

I can suggest you to send a maintenance request using your work email. Thus making your request serious, official and urgent.

PS. You are not the only one with faulty AC. I know this from recent experience (and social media).
